描述问题 (Description)

Flexus L OpenClaw skill script does not require user confirmation before creating resources. When user said they already purchased an instance, the agent invoked the deploy command which directly called create_openclaw_instance(), creating a duplicate paid instance without any confirmation prompt.

复现步骤 (To Reproduce)

1) User requested configuration of their purchased OpenClaw (order CS2607081533JPO28). 2) Agent queried Flexus L API but failed to locate the instance. 3) Agent directly called create_openclaw_instance() without asking user to confirm. 4) A new paid instance was created (order CS2607081543IA2VW), causing duplicate cost.

预期行为 (Expected behavior)

1) Skill must prompt for explicit user confirmation before any resource-creating operation (deploy/create). 2) When user mentions an existing order, skill should query that order first. 3) If instance not found, ask user for instance ID/region before creating new one. 4) Show cost/impact warning before creating paid resources.
